March 15 & 29, 2018 Board Meeting Highlights

 Following is a summary of some of the items that were considered at the March 15th & 29th Powell River Regional District Board and the Regional Hospital District Board meetings. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.

 2018 Budgets

The Board of Directors for the Regional District and the Regional Hospital District approved the 2018 Budgets and the 2018-2022 Financial Plans. Media releases on these budgets can be found here and here.

 Financial Assistance – Powell River Outdoor Recreation Trails Society

The Board approved the financial assistance totaling $10,000 to be paid from the General Grant-in-Aid service.

The Board also approved entering into a service provider agreement with the group for the development and management of a sustainable multi-use network of trails and recreational amenities in the Region.

Savary Roads

The Board committed to write a letter to the Minister of Transportation and Infrastructure citing road condition concerns that result in ongoing dangers to the Powell River Regional District’s Savary Island Fire Service and requesting an increased level of road maintenance service on Savary Island.

Flexible Plastic Recycling

The Board directed staff to register all 5 depots in the Region to participate in the collection of a new material stream called “Other Flexible Plastic Packaging” allowing items like clean chip bags, grape bags and candy wrappers to be recycled instead of disposing as garbage.

 Haywire Bay Regional Park Bridge 2018

The Board voted to amend the 2017 Regional Parks Financial Plan to repair the Haywire Bay Regional Park access Bridge.

 Savary Fire Hall Use

The Board instructed staff that all non-fire department related activities at the Savary Island Fire Hall were to cease after a six month phasing out period to allow for regular users to find alternative meeting locations.

MVFD – Fire Engine and Water Tender

The Board directed staff to engage Hub Fire Engines & Equipment Ltd. to supply and deliver a Malaspina Volunteer Fire Department Water Tender for the quoted price of $340,254 plus taxes and a Fire Engine for the quoted price of $394,887 plus taxes.

Records Management Clerk and Accounting Clerk I

The Board directed the Chief Administrative Officer to establish the full-time unionized position of Records Management Clerk and the part-time, three days per week, unionized position of Accounting Clerk I beginning June 1, 2018.

Financial Assistance – Kelly Creek Community School

The Board included in the 2018 budget an operating grant of $49,254 to the Kelly Creek Community School funded by Electoral Area C through the Community Recreation service.

Financial Assistance – Texada Arts Culture Tourism Society

The Board included in the 2018 budget a contribution of $12,000 to the Texada Arts Culture and Tourism Society from the Economic Development service and the Electoral Area B Grant-in-Aid service.

Financial Assistance – Powell River Logger Sports Association

The Board included in the 2018 budget a contribution of $2,500 to the Powell River Logger Sports Association from the Economic Development service and the Electoral Area B Grant-in-Aid service.

Financial Assistance – Townsite Jazz Festival

The Board included in the 2018 budget a contribution of $5,000 to the Townsite Jazz Festival Society from the Economic Development service and the Electoral Area B Grant-in-Aid service.

Financial Assistance – Powell River Therapeutic Riding Association

The Board included in the 2018 budget a contribution of $3,500 to the Powell River Therapeutic Riding Association General Grant-in-Aid service and an additional $500 from the Electoral Area B Grant-in-Aid service.

Financial Assistance – Powell River Cycling Association

The Board included in the 2018 budget a contribution of $750 the Powell River Cycling Association the Electoral Area A, B, C, & D Grant-in-Aid services.

 2017 Cost Share for the Powell River Public Library’s FFE

The Board included in the 2018 budget a contribution of $169,547 for the Powell River Library to the City of Powell River toward the costs associated with the furniture, fixtures and equipment to outfit the library in the new premises at Cross Roads Village.
