Following is a summary of some of the items that were considered at the December 19, 2018 qathet Regional District Board. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.
Social Planning Service
The Board adopted Social Planning Service Establishment Bylaw No. 533.
The Board adopted Heritage Conservation Service Establishment Bylaw No. 529.
Request for Financial Assistance – Townsite Jazz Festival Society
The Board will include in its 2019 budget a contribution to the Townsite Jazz Festival Society of $4,300 from the Economic Development Service and $700 from the Electoral Area B Grant-in-Aid Service.
Request for Financial Assistance – Powell River Festival of the Performing Arts
The Board authorized financial assistance of $750 to the Powell River Festival of the Performing Arts, to be allocated from Electoral Areas A, B, C and D of the Grant-in-Aid Services. Financial assistance is to be paid in January 2019.
Request for Financial Assistance – Friends of Film Society of Powell River
The Board will include in its 2019 budget a contribution to the Friends of Film Society of Powell River of $3,010 from the Economic Development Service and $490 from the Electoral Area B Grant-in-Aid Service.
Request for Financial Assistance: Powell River Academy of Music
The Board agreed to enter into a two-year renewable partnership agreement with the Powell River Academy of Music. The agreement consists of cash payments to the Powell River Academy of Music of $15,000 on even numbered years and $3,000 during odd numbered years.
Community Child Care Planning Program
The Board approved a collaborative child care needs project with the City of Powell River and will apply for a $50,000 grant through the Community Child Care Planning Program. The Board supports the City of Powell River as being the primary applicant to apply for, receive and manage the grant funding on behalf of the qathet Regional District.
Regional FireSmart Program
The Board endorsed applying to the Union of British Columbia Municipalities (UBCM) Community Resiliency Investment (CRI) for the 2019 FireSmart Planning & Activities Grant Program. The Board will work collaboratively with the Tla’amin Nation and the City of Powell River, with qathet Regional District providing overall grant management for this project.
BC Hydro Grant – Community Regreening Program
The Board endorsed an application to BC Hydro for the Community Regreening Program grant for up to $5,000 to provide trees. Any costs not covered by the grant will be funded through the Cemetery Service.
Infrastructure Planning Grant: Lund Community Centre
The Board endorsed an application to the Ministry of Municipal Affairs and Housing for a $10,000 infrastructure planning grant to offset the estimated $20,000 for the evaluation and determination of the Lund Community Centre. Any costs not covered by the grant will be funded through the Northside Recreation service.
Camping Regulations and Fees
The Board endorsed changes to the qathet Regional Parks Regulations Bylaw No. 325. Changes will be incorporated into a parks regulation amendment bylaw and will be presented to the January Board meeting or adoption.
Elimination of the 1/3 Tax Exemption on Director’s Remuneration
The Board directed staff to amend the Directors’ Remuneration bylaw 510 with an 11/10% increase to remuneration, meeting and travel allowances. The Board also directed staff to amend the Directors’ Remuneration Policy 4.10, clause three to read that every four years, one year prior to the year of the local government elections, the Board will assess the need for a comprehensive review of the directors’ remuneration package.
Malaspina Volunteer Fire Protection – Equipment Financing for Two Apparatus
The Board authorized up to $682,500.00 be borrowed from the Municipal Finance Authority of BC through the Equipment Financing Program, under Section 403 of the Local Government Act, for the purchase of two fire apparatus for the Malaspina Volunteer Fire Department.
Out of District Waste Disposal Request
The Board is to make a formal request to the Regional District of Nanaimo to accept qathet Regional District Area E’s residual waste effective September 2019.
Service Contract for Operational Fuel Treatment
The Board agreed to enter into a contract with Integrated Operations Group for the amount of $350,591.00, exclusive of GST, to provide services to deliver an operational fuel treatment for a 34 hectare portion of the Penticton Trails within the City of Powell River.
