Following is a summary of some of the items that were considered at the March 25, 2019 qathet Regional District Board. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.

BC Provincial Nominee Program’s Regional Pilot Program for Entrepreneur Immigration

The Board include in the 2019 budget a contribution of $2,143 from the Economic Development service and $357 from the Electoral Area B Grant-in-Aid service toward the BC Provincial Nominee Program’s Regional Pilot Program for Entrepreneur Immigration.  The Board will partner with the City of Powell River on the program and direct staff to bring back a report regarding target sectors.

Transport Canada Abandoned Boats Program

The Board of the qathet Regional District partner with the Dead Boat Disposal Society regarding abandoned boats.

Bus Transportation Coordinator, Lund Shellfish Festival re Requested Bus Service

The Board requested that correspondence dated February 22, 2019 from Ann Snow, Bus Transportation Coordinator, Lund Shellfish Festival re Requested Bus Service be received and that staff be directed to arrange bus service.

Powell River Outdoor Users Group Trails Society

The Board include in the 2019 budget a contribution of $23,007 to the Powell River Outdoor Recreation User Group Trails Society from the General Grant-in-Aid service.

Septic System Installation Palm Beach Regional Park

The Board approved installation of a new septic system and installation of a grey water hookup for portable dishwasher station at Palm Beach Regional Park.  The project funding will be allocated from the Palm Beach Regional Park Budget.

The Board also approved the purchase of a portable grey water holding tank to be used with the dishwashing trailer.  The funding for this will be allocated from the Solid Waste Management budget.

Lasqueti Island Recycle Centre Agreement

The Board entered into the qathet Regional District Recycle Centre agreement with the Lasqueti Last Resort Society for provision of washroom access for free store and recycle centre contracted staff, heat for facility office and excess metered power for battery storage and facility use.  The Chair and the Chief Administrative Officer are authorized to sign the agreement.

Texada Arts Culture Tourism Society

The Board to include in the 2019 budget a contribution of $10,286 from the Economic Development service and $1,714 from the Electoral Area B Grant-in-Aid service to the Texada Arts Culture and Tourism Society.

Texada Youth Sports & Culture Assistance

The Board granted financial assistance of $125 to Texada Youth Sports & Culture Assistance toward their student travel fund from Electoral Area D Grant-in-Aid service.

Savary Island Land Trust Society

The Board to include in the 2019 budget a contribution of $2,500 to the Savary Island Land Trust from the Electoral Area A Grant-in-Aid service to assist with public education events in 2019.

Lasqueti Island Nature Conservancy

The Board to include in its 2019 budget a contribution of $1,000 to the Lasqueti Island Nature Conservancy from the Electoral Area E Grant-in-Aid service to assist with their 2019 general operations and communications.

Powell River Therapeutic Riding Association

The Board to include in the 2019 budget a contribution of $3,500 to the Powell River Therapeutic Riding Association from the General Grant-in-Aid service toward the 2019 10-week Fall Therapeutic Riding Session.

Texada Agriculture Group   

The Board to include in the 2019 budget a contribution of $2,500 to the Texada Agriculture Group from the Electoral Area D Grant-in-Aid service.

Texada Royal Canadian Legion

The Board to include in the 2019 budget a contribution of $2000 to the Texada Royal Canadian Legion Branch #232 from the Electoral Area D Grant-in-Aid service.

Texada Dragon Boat Club

The Board granted financial assistance of $341 to the Texada Dragon Boat Club and that the contribution be from the 2019 Electoral Area D Grant-in-Aid service.

Texada Library

The Board to include in the 2019 budget a contribution of $250 to the Texada Library from the Electoral Area D Grant-in-Aid service.

Texada Island Non-Profit Seniors Housing Society

The Board granted financial assistance of $1,200 to the Texada Island Non-Profit Seniors Housing Society and that the contribution be from the Electoral Area D Grant-in-Aid service.

Powell River Cycling Association

The Board to include in its 2019 budget a contribution of $350.40 from the Electoral Area A Grant-in-Aid service, $99.96 from the Electoral Area B Grant-in-Aid service, $159.65 from the Electoral C Grant-in-Aid service and $89.99 from the Electoral Area D Grant-in-Aid service to the Powell River Cycling Association.

Signing Authority

The Board designateed Michelle Jones, Manager of Administrative Services, as a signing authority for the qathet Regional District.  Matt O’Halloran is to be removed as signing authority for the qathet Regional District.

Powell River Academy of Music Agreement

The Board authorized the Chair and the Chief Administrative Officer to sign the Powell River Academy of Music funding contribution agreement.

Tla’amin Nation Mapping and Civic Addressing Services Agreement

The Board authorized the Chair and the Chief Administrative Officer to sign the Mapping and Civic Addressing Services Agreement with the Tla’amin Nation.

Powell River Hospice Society

The Board approved a Grant-in-Aid in the amount of $3,000 to the Powell River Hospice Society to support its 2019 operations.  The funds will be included in and allocated from the 2019 Social Planning Service budget.

Industrial Commercial and Institutional Printed Paper and Packaging

The Board directed staff:

  • to advise Sunshine Disposal that the qathet Regional District cannot subsidize the Industrial Commercial and Institutional Packaging and Paper Product fiber collection;
  • to monitor the limited 8% Industrial Commercial and Institutional Packaging and Paper Product material collection at the Town Centre Depot and report any changes;
  • to draft a letter to the Minister of the Environment and Climate Change Strategy from the Chair of the Board detailing the dilemma the exclusion of Industrial Commercial and Institutional materials in the Recycling Regulation is causing; and
  • to come back in May 2019 with a potential resolution for the annual Union of British Colombia Municipalities Convention.

The Board recommended the CAO and Chair engage local industry to discuss any potential uses for the materials
