May 23, 2019 Board Meeting Highlights

Following is a summary of some of the items that were considered at the May 23, 2019 qathet Regional District Board. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.


Paratransit Bus Shelters
The Board approved a budget amendment to increase the Paratransit capital budget for construction of four bus shelters to $154,138 and a budget amendment to allocate $23,000 from Community Works toward the Paratransit service in 2019 to support the construction of bus shelters at the following locations:

  • Downtown Lund
  • Craig Road South
  • Black Point North
  • Lang Bay North

Texada Airport Development Plan Funding
The Board approved a budget amendment to allocate $10,000 of Community Works funding to the Texada Airport Service for the development of an Airport Master Plan and that the remaining $5,000 required for the Plan be allocated from the airport service operating budget.

The Board approved a budget amendment to allocate $12,000 of Community Works funding toward the development of Asset Management Plan templates.

The Board directed staff to single source Asset Finda for up to $12,000 to work with staff to develop the Asset Management Plan templates.

Provincial Funding for Wildland Urban Interface Fire Risk Mitigation Projects
The Board will submit correspondence to the Minister of Forests, Lands, Natural Resource Operations & Rural Development (FLNRORD) requesting that they implement changes to ensure provincial support for mitigating fire risk in wildland urban interface areas.

National Disaster Mitigation Program Grant Funding and Service Contract for Coastal Flood Mapping
The Board endorsed proceeding with a two phase approach for the Coastal Flood Mapping project to assess and map future climate change impacts of sea level rise across the qRD.

The Board single sourced Tetra Tech based on Bylaw No. 454 qathet Regional District Delegation of Purchasing Authority: Policy provision for the grant funding total of $216,500.00 to deliver phase 1 of the Coastal Flood Mapping project.

Savary Island Outdoor Fires Bylaw
The Board endorsed the recommended changes to the Savary Island Outdoor Fires Bylaw. The Bylaw was given first reading through third reading.

Request for Financial Assistance – Powell River Sports Hall of Fame
The Board approved a Grant-in-Aid in the amount $430.82 from the Electoral Area A Grant-in-Aid Budget, $122.90 from the Electoral Area B Grant-in-Aid Budget, and $196.28 from the Electoral Area C Grant-in-Aid Budget to Powell River Sports Hall of Fame.

National Indigenous Peoples Day
The Board recognized National Indigenous Peoples Day – June 21, 2019.

Local Government Awareness Week Report
The qathet Regional District hereby proclaims the week of May 19-25, 2019 as LOCAL GOVERNMENT AWARENESS WEEK.

Municipal Director Doubt 2019 Board Appointments
The Board approved Municipal Director Doubt be appointed in 2019 as Appointee to North Island 911 Corporation, Alternate to the Municipal Finance Authority and to the working group to review Board Procedure Bylaw No. 479, 2013.

Coastal Communities Social Procurement Initiative Steering Committee
The Board appointed Director Gisborne as the elected official to represent qathet Regional District and attend the quarterly Coastal Communities Social Procurement Initiative Steering Committee meetings.

Rural Roads Standards Set by Ministry of Transportation and Infrastructure
The Board will write a letter to the Ministry of Transportation and Infrastructure asking them to enforce standards for timely response and action to complaints about the deterioration of rural roads, which contractors working for Ministry of Transportation and Infrastructure should be required to meet.
