Following is a summary of some of the items that were considered at the June 27, 2019 qathet Regional District Board Meeting. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.

Northeast Bay Land – qathet Regional District Park

The Board will inquire with the Province about the possibility of transferring the Northeast Bay land designated for Use, Recreation and Enjoyment of the Public Reserve (UREP) to qathet Regional District to be used as a qathet Regional District Park.

Climate Change Emergency Declaration

The Board declared a Climate Emergency as per received correspondence.

Agreements between qathet Regional District and the City of Powell River for the Marine Avenue Old Incinerator Site Closure and the Resource Recovery Centre

The Board directed Chair Brabazon and Al Radke, Chief Administrative Officer to execute the Project Agreement, Lease Agreement and License of Use and Occupation for the Marine Avenue old incinerator site closure and the Resource Recovery Centre project.

Letter of Understanding – Lasqueti Island Local Trust Committee / qathet Regional District Board

The Board endorsed the draft Letter of Understanding between staff for the Lasqueti Island Local Trust Committee and the qathet Regional District Board dated December 17, 2018. Staff will be invited to attend the protocol meeting with the Lasqueti Island Local Trust Committee in 2019.

Asset Management Strategy

The Board adopted the 2019-2021 Asset Management Strategy.

Lasqueti Recreation Parking Lot Drainage Improvements

The Board approved a budget amendment to allocate $5,000 of Community Works Funds to cover the costs to complete the Lasqueti Island Parking Lot surface drainage upgrade works.

Bylaw No. 419.11 to amend Fees and Charges Bylaw No. 419, 2008

The Board adopted the Fees and Charges Bylaw No. 419.11, 2019 as presented.

Infrastructure Planning Grant: Pine Tree Place Improvement District

The Board approved an application to the Ministry of Municipal Affairs and Housing on behalf of the Pine Tree Place Improvement District to offset the estimated $10,000 cost to develop a pond to be used as a water reservoir for firefighting purposes. If the actual study costs exceed the estimate, the Pine Tree Place Improvement District shall be responsible for costs not covered by the grant.

Cemeteries – Request for Fee Write Off

The Board approved writing off $20.00 in the Cemeteries service to account for an undercharge of two grave liners.

The Board directed staff to bring back a report with recommendations of an acceptable dollar amount and a process to delegate authority to staff to waive fees.

2018 Report of Directors Remuneration, Expenses and Contracts

The Board approved the 2018 Report of Directors Remuneration, Expenses and Contracts.

Financial Statements to May 31, 2019

The Board received the qathet Regional District Financial Statements to May 31, 2019 for information.

2018 Statement of Financial Information

The Board approved the 2018 Statement of Financial Information as presented.

Notice of Motion – Possible Revenue Stream – Property Purchase Fee

The Board has sent a letter to the Union of British Columbia Municipalities requesting their support to research the merit and legal validity of the Property Purchase Fee concept and that it be included in the Strong Fiscal Futures framework as a means to fund and strengthen local government finances.

Should the Strong Fiscal Futures not be a policy priority at the moment, The Board will seek advice on how to best mobilize this Property Purchase Fee concept to the forefront of policy action items.

Meetings with Premier and Cabinet Ministers at 2019 UBCM Convention

The Board directed staff to register interested Directors and the Chief Administrative Officer for the Union of British Columbia Municipalities (UBCM) convention held in Vancouver from September 23 to 27, 2019. The Board will schedule meetings with the Premier and specific cabinet ministers at the convention. All meeting allowances and reasonable travel expenses be paid where applicable and defined by the Directors’ Remuneration and Expense Bylaw No. 510.5, 2019.

The 2019 UBCM convention meetings will be scheduled with:

  1. Ministry of Forests, Lands, Natural Resource Operations, and Rural Development re Northeast Bay Land
  2. Ministry of Transportation and Infrastructure re Maintenance Standards Enforcement for Rural Roads
  3. Ministry of Transportation and Infrastructure re Lasqueti Island Ferry Service Contract and Public Transit

2019 “On the Road” Board Meeting

The Board will host the August 22, 2019 Board meeting in Electoral Area “C” at Lang Bay Community Hall at 6:00 pm.

Powell River Community Services Association Service Contribution Agreement

The Board authorized the Chair and the Chief Administrative Officer to sign the Powell River Community Services Association Service Contribution Agreement.

BC Transit Expansion Memorandum of Understanding

The Board directed staff to enter into the Expansion Memorandum of Understanding with BC Transit dated May 27, 2019.

Lund Sewer – Request for User Fee Waiver

The Board approved waiving the 2019 Lund Sewer User Fee of $1,366.00 for industrial use for the owners of the property legally described as Lot H, Plan VAAP18045, DL 41933 as the industrial use is no longer in operation in 2019.
