August 22, 2019 Board Meeting Highlights

Following is a summary of some of the items that were considered at the August 22, 2019 qathet Regional District Board Meeting. This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.

ICI Recycling Letter to Minister Heyman
The Board authorized the Chair to sign the correspondence provided by Thompson-Nicola Regional District to Minister Heyman requesting that Packaging and Printed Paper from the Industrial, Commercial, and Institutional sector be added to the Recycling Regulation.

Invitation to Supportive Housing Community Advisory Committee
The Board appointed Director Gisborne to sit as a representative on the Community Advisory Committee for the first year.

Donation of Plotter to Powell River Search and Rescue Society
The Board donated the qathet Regional District plotter, which is being replaced in September 2019, to Powell River Search and Rescue Society.

Zero Waste Mobile Dishwashing Trailer
The Board will allow free usage of the dishwashing trailer to all events or functions in qathet Regional District.

Wood Stove Exchange Program
The Board directed staff to apply for a grant to the Wood Stove Exchange Program for 2020 and that the Board budget $16,300.00 in the Solid Waste Management service for advertising, education and awareness, and top-ups for the program.

Texada/Gillies Bay Airport Scheduled Flights Request for Proposal Proponent Selection
The Board directed staff to work with the Airport Master Development Plan consultant to recommend “next steps” regarding scheduled air service.

Texada Island Transfer Station Public Engagement
The Board received the summary titled Texada Island Public Engagement – Future of the Texada Waste Transfer Station June 17, 2019.

Staff will engage with the community through a survey.

Texada Marine Van Anda Dock Public Engagement

The Board received the report titled Texada Island Public Engagement – Future of the Van Anda Dock June 18, 2019.

Staff will engage with the community through a survey.

Lasqueti Residual Waste Collection and Transportation Request for Proposal
The Board directed staff to request proposals (RFP) from qualified proponents to provide collection and transportation of residual waste from Lasqueti Island to Nanaimo Regional District waste facility.

The Board formally acknowledged the Regional District of Nanaimo’s offer to accept Area E (Lasqueti Island) out of district waste in the form of a letter.

The Board directed the Manager of Operational Services to analyze the proponent proposals and systems resulting from the RFP process and report back to the Board with the estimated full cost per tonne of residual waste to the regional solid waste budget from Area E.

The Board directed the Manager of Asset Management to engage with Islands Trust with regard to proposed locations for collection of residual waste prior to final decision on location, system and proponent.

qathet Regional District June 2019 Quarterly Strategic Plan Progress Executive Report
The Board received the qathet Regional District June 2019 Quarterly Strategic Plan Progress Executive Report.

BC Provincial Nominee Program
The Board selected North American Industry Classification System codes 11, 721 and 311 as the target sectors for economic investment for the BC Provincial Nominee Program profile and that staff collaborate with the City of Powell River to finalize the qathet Regional District enrollment in the Entrepreneur Immigration – Regional Pilot.

Parkland Acquisition Fund
The Board directed staff to establish a statutory reserve fund under the “Regional Park Conversion and Service Establishment Bylaw No. 439, 2010” in order to provide a specific repository for funds earmarked for parkland acquisition

The Board directed staff to write a report on potential grants to boost the parkland acquisition fund, as well as a report on the process to establish a parcel tax or tax rate for the purpose of funding the Parkland Acquisition Fund.

Regional Public Transportation Service Exploration Working Group
The Board authorized the Regional Transportation Service Exploration Working Group Terms of Reference be amended to have the term of membership expire on August 31, 2020.

Delegation of Authority to Waive Fees
The Board gave first reading through final adoption to the Delegation of Authority Waive Fees Bylaw No. 553, 2019.

Regional Parks Camping Cabin Fee
The Board established the camping cabin fee rate at $50 per night and has changed Regional District Policy to allow cabins to be reserved ahead of time.

Regional Board Meeting Time Change
The Board amended the regularly scheduled Board meeting time from 7:00 pm to 6:30 pm, commencing September 2019.

British Columbia Clean BC – Plastics Action Plan
The Board directed staff to develop a stakeholder response to the survey and present to the Committee of the Whole in September 2019.
