October 24, 2019 Board Meeting Highlights

Following is a summary of some of the items that were considered at the October 24, 2019 qathet Regional District Board Meeting.

This summary is being provided as part of our commitment to transparency. It is our belief that an informed and engaged community results in decisions that serve the common good.

Solid Waste Management Plan Monitoring Advisory Committee Recommendation
The Board directed staff to hold a stakeholders’ meeting with regard to materials collected at the Resource Recovery Centre and material diversion opportunities in the pre-design phase as outlined in the motion carried unanimously at the Solid Waste Management Plan Monitoring Advisory Committee.

Northside Fire Protection – Temporary Borrowing Bylaw
The Board gave first reading through final adoption to the “Northside Fire Protection Local Service Area Temporary Borrowing Bylaw No. 552, 2019”.

Traffe Road Zoning Amendment Bylaw
The Board gave first reading through final adoption to the “Traffe Road Zoning Amendment Bylaw No. 464.1, 2019”.

Myrtle Pond Zoning Amendment Bylaw
The Board gave first reading through final adoption to the “Northside Fire Protection Local Service Area Temporary Borrowing Bylaw No. 426.3, 2019”.

Lund Watershed Zoning Amendment Bylaw
The Board gave first reading through final adoption to the “Lund Watershed Zoning Amendment Bylaw No. 513.1, 2019”.

2019 Audit Service Plan
The Board endorsed the 2019 audit plan from MNP LLP as presented and approved a budget amendment in the General Administration budget to reallocate $8,169 from the Contingency account to the Audit Services account.

2020 Regional FireSmart Program
The Board endorsed applying to the Union of British Columbia Municipalities (UBCM) Community Resiliency Investment (CRI) for the 2020 FireSmart Community Funding & Supports. The Board endorsed the qathet Regional District to provide overall grant management for this project. The Board endorsed carrying out the 2020 Regional FireSmart Program collaboratively with the Tla’amin Nation and the City of Powell River

Official Community Plan Amendment Options – Natural Hazard Areas
The Board directed staff to conduct community engagement sessions with residents and property owners of Area B and Area C regarding amending Area B and Area C Official Community Plans to include natural hazard areas.

Petition for Service
The Board accepted a petition from the residents of the Southern side of Douglas Bay Road to establish a low-density neighbourhood zoning bylaw. Staff were directed to report back to the Planning Committee on the zoning bylaw process.

Community Emergency Preparedness Fund: Volunteer & Composite Fire Departments Equipment & Training
The Board endorsed applications to the Union of British Columbia Municipalities (UBCM) Community Emergency Preparedness Fund (CEPF) Volunteer & Composite Fire Departments Equipment & Training funding stream for the Northside Volunteer Fire Department, Savary Island Volunteer Fire Department, Lasqueti Island Volunteer Fire Department and Malaspina Volunteer Fire Departments. The Board endorsed the qathet Regional District to provide overall grant management for this project.

Community Emergency Preparedness Fund: Indigenous Cultural Safety and Cultural Humility Training
The Board endorsed applications to the Union of British Columbia Municipalities (UBCM) Community Emergency Preparedness Fund (CEPF) Indigenous Cultural Safety and Cultural Humility Training. The Board endorsed the qathet Regional District to provide overall grant management for these projects.
