Notice of Parcel Tax Roll

The Powell River Regional District has prepared the 2012 parcel tax roll as required by Section 202 of the Community Charter. The parcel tax roll lists the parcels eligible to be taxed for each service in 2012. Owners of properties located in the above service areas may view the roll at the regional district office during regular office hours.

Property owners may request an amendment to the roll only with respect to their own property and only for the following reasons:

  • there is an error or omission respecting a name or address on the roll
  • there is an error or omission respecting the inclusion of a parcel
  • an exemption has been improperly allowed or disallowed

Requests for an amendment to the parcel tax roll must be in writing and received at the address below no later than Wednesday,  March 14, 2012 at 4:30 pm.

Myrtle Pond Zoning Bylaw – Public Hearing Notice

A Public Hearing will be held on Wednesday, February 22, 2012 at 7:00 p.m. at the Therapeutic Riding Association, 4356 Myrtle Avenue, Powell River, BC to consider Myrtle Pond Zoning Bylaw No. 426, 2011.

The purpose for the zoning bylaw is to ensure that Myrtle Pond water system users have sufficient, sustained quantities of high‑quality water for domestic and commercial recreation purposes by restricting density levels and the types of land uses permitted within the service area.

The Public Hearing has been delegated to Director Stan Gisborne pursuant to Section 891 (1) of the Local Government Act.

All persons who believe that their interest is affected by the proposed Bylaw shall be afforded an opportunity to be heard.  Written submissions headed “Myrtle Pond Zoning Bylaw No. 426, Public Hearing” must be received by mail, e-mail (planning@powellriverrd.bc.ca), fax (604 483-2229) or by hand at the Regional District office by 12:00 noon on Wednesday, February 22nd , 2012 in order to be entered into the Public Hearing record.

1983 Ford Dump Truck for Sale

The Regional District is accepting bids for the sale of a 1983 Ford F-350 Dump Truck. The truck has 107,750 miles, automatic, 351-V8 gas engine, 8’ steel box w electric/hydraulic pump and telescopic cylinder and is in running condition. 1975 Dodge 4WD Truck for Sale

The Regional District is accepting bids for the sale of a 1975 Dodge 4wd Truck. The truck has 164,344 miles, is mechanically sound but has sustained a fire in the dash and engine compartment and has many electrical problems.

The truck is located on Lasqueti Island, was originally a BC Hydro service truck and was most recently used as a fire pumper truck. Costs to barge the truck to Vancouver Island are estimated in the $450 range and will be the responsibility of the purchaser.

Regional District Office for Sale
The Board agreed to the listing for sale of the Regional District office at 5776 Marine Avenue conditional upon securing a new location.  The current offices are housed in one of only two designated heritage buildings in Powell River and can no longer serve as an office without major renovations.  The Board is committed to honour the heritage status of the office and thus will re-locate.

Attendance at the CEO/CAO Forum and Municipal Finance Authority Forum

The Board authorized the attendance of Chair Colin Palmer and CAO Mac Fraser at the CEO/CAO Forum and Municipal Finance Authority Forum to be held in Victoria on March 27th and 28th.


Monthly Board Meeting Highlights Website Posting

The Board approved the establishment of monthly regional board meeting highlights being posted on the regional district website.


Financial Assistance, Grants & Economic Development Funding

The Board:

  • approved the inclusion of a $7,000 grant to the Gibsons and District Chamber of Commerce in the 2012 budget process to cover a portion of the costs for the Visitor Information Park;
  • endorsed School District 47’s Community Recreation Program grant application for trail work at Haywire Bay;
  • approved the inclusion of a $600 grant to the Powell River Festival of the Performing Arts in the 2012 budget process;
  • approved the inclusion of a $500 grant to the Metro Vancouver Crime Stoppers organization in the 2012 budget process; and
  • allocated funding of $15,000 to the Academy of Music ($12,500 to SOAP and $2,500 to Kathaumixw).


Strategic Planning Process
The Board agreed to a strategic planning process with a five-year planning horizon and annual review to ensure the objectives remain valid and achievable.  2012 will be a transition year with the years’ first quarter being focused on the 2012 annual budget, the second quarter on corporate strategic planning, the third on five year financial planning and the final quarter on the 2013 preliminary annual budget.  The result of this transition is that the regional district will start the budget year 2013 (and every year thereafter) in January with a preliminary annual budget rather than waiting on the formal approval of the annual budget by March 31st.


2011-2015 Financial Plan Amendment Bylaw

The Board adopted a bylaw to amend the 2012 budget in the 2011-2015 Financial Plan to reflect the anticipated costs from January – March for capital projects including:

  • Further well and treatment system improvements if required for the Myrtle Pond Water System;
  • The purchase and installation of the columbaria units at the cemetery (moved forward from 2011 budget); and
  • An upgrade to the hall lighting for an outdoor training area for the Malaspina Volunteer Fire Department (moved forward from 2011 budget).


Directors’ Remuneration and Expenses Amendment Bylaw

The Board adopted a bylaw to amend the Directors’ Remuneration and Expenses Bylaw to increase annual indemnities by 2.4% (cost of living increase only) as per Board policy.


Texada Island Recreation Commission Member Appointments

Pauline Fleming, Deidre Braak, Al Davis and Branka Murphy were appointed to the Texada Island Recreation Commission for a two-year term ending December 31, 2013, and Sue Russell was appointed for a one-year term ending December 31, 2012.


Myrtle Pond Zoning Bylaw – Public Hearing

The Board directed staff to take Myrtle Pond Zoning Bylaw No. 426, 2011 to public hearing and delegated the holding of the hearing to Director Stan Gisborne.
