Regional districts can provide grants to community organizations for special projects. Each electoral director decides the amount of his or her grant-in-aid budget, within an overall limit. Grant-in-aid requests should be submitted by the end of November for projects that will occur in the following year.
Powell River Regional District Grant-In-Aid Policy
Purpose
To establish a consistent and accountable process for evaluating information on all requests for financial assistance to enable them to make accountable and equitable decisions.
Policy
To qualify for board consideration, requests for financial assistance (grants-in-aid) must meet the following criteria:
1. Requests must be submitted by a registered society or a well-established community group.
2. Recipients or beneficiaries of the assistance must be local.
3. Funding requests from major charities will be considered only if submitted by a local chapter for local projects.
4. The projects for which funds are granted should have widespread benefit in the community.
5. Commercial ventures will not qualify for financial assistance except under a partnering agreement authorized under the Local Government Act.
6. Organizations requesting financial assistance must provide the following information:
a) Name of organization and contact person.
b) Description of the project, program or event for which funding is requested.
c) Details regarding the project, program or event as follows:
i) Anticipated beneficiaries;
ii) Total costs;
iii) Funding provided by other sources;
iv) Volunteer labour and in-kind contributions;
v) Amount of financial assistance requested from the regional district;
vi) Most recent financial statement and amounts held in reserve, where applicable.
7. Upon adoption of the current Five Year Financial Plan, staff is authorised to pay those grants-in-aid that are specifically identified, with respect to recipient and amount, in current year financial plan notes.
8. Where the regional district agrees to contribute to an event or purchase that is dependant on other funding, the applicant must provide evidence that sufficient other funding has been committed to allow the event or purchase to proceed, prior to the regional district releasing its approved grant.
